Si svolge in questi giorni a Varsavia (29 settembre – 10 ottobre 2008) la riunione “Human Dimension Implementation Meeting”, evento annuale organizzato dall’Ufficio per le Istituzioni Democratiche e i Diritti Umani (ODIHR) dell’OSCE in materia di diritti umani e democrazia in Europa, Nord America e Asia Centrale.
Alla conferenza prendono parte rappresentanti governativi, esperti, organizzazioni non governative, con l’obiettivo di discutere sullo stato di attuazione degli impegni assunti da ciascun Paese aderente all’OSCE in tema di tutela dei diritti umani.
L’Italia partecipa con una delegazione composta da rappresentanti del Ministeri degli Esteri e dell’Interno e dal Dipartimento per le Pari Opportunità, nella persona del Capo del Dipartimento, prof. ssa Isabella Rauti, insieme al dott. Antonio Giuliani dell’Ufficio Nazionale Antidiscriminazioni Razziali.
The Human Dimension Implementation Meeting is the single most important yearly OSCE event focusing on human rights and democracy in Europe, North America, and Central Asia. For the next two weeks, we will review how and to what extent governments in the OSCE region have put their human rights and democracy commitments into practice.
More than 1,000 participants – government representatives, experts, human rights defenders – are expected to attend, making this Europe’s largest human rights conference. In the spirit of the Helsinki movement, civil society organizations and the media have full access to all sessions and can discuss issues with government representatives on an equal footing. I hope that this conference will make an important contribution to advancing human rights, the rule of law, and democracy across the OSCE region.
The term “human dimension” describes the set of norms and activities related to human rights, the rule of law, and democracy that are regarded within the OSCE as one of the three pillars of its comprehensive security concept, along with the politico-military and the economic and environmental dimensions.
Every year in Warsaw, the OSCE’s Office for Democratic Institutions and Human Rights (ODIHR) organizes a two-week conference, the Human Dimension Implementation Meeting (HDIM). The HDIM is a forum where OSCE participating States discuss the implementation of human dimension commitments that were adopted by consensus at prior OSCE Summits or Ministerial Meetings.
These commitments are not legally binding norms; instead, they are politically binding – a political promise to comply with the standards elaborated in OSCE documents. Follow-up meetings to review the implementation of the commitments are based on the principle that the commitments undertaken in the field of the human dimension are matters of direct and legitimate concern to all participating States and do not belong exclusively to the internal affairs of the state concerned.
